<p>"Hiring has been choppy of late as employers weather cautious consumers and an uncertain macroeconomic environment," said Dr. <span class="xn-person">Nela Richardson</span>, chief economist, ADP. "And while November's slowdown was broad-based, it was led by a pullback among small businesses."</p>
